China and Egypt sign an agreement on the implementation of urban operations in the central business district of Egypt’s new administrative capital

Cairo, June 2 (Xinhua) — The New City Community Management Bureau of Egypt and Horizon Operations Management (Egypt) Co., Ltd., a Sino Egyptian joint venture, recently signed an urban operation execution agreement for the central business district of the new administrative capital of Egypt.

Egyptian Prime Minister Madbli, Egyptian Housing Minister Sherif Sherbini, Chinese Deputy Minister of Housing and Urban Rural Development Dong Jianguo, and representatives from China Construction Group attended the agreement signing ceremony on the 1st.

According to the agreement, Horizon Operations Management Company will be responsible for the operation of the new administrative capital’s central business district, and will carry out property management and municipal operations in the early stage.

According to a statement from the Egyptian Cabinet, Shelbini stated before signing the agreement that the scope of the agreement includes maintaining and managing important facilities, and providing integrated urban services for residents, tourists, and businesses in the central business district. This agreement indicates a preliminary shift in the management of public facilities in Egypt from traditional models towards performance, quality, and sustainability, which can be promoted in other areas of the new administrative capital or new cities in the future.

The Central Business District of Egypt’s new administrative capital, contracted by CSCEC, is not only an important project of Egypt’s national rejuvenation plan, but also a key project of China and Egypt’s joint construction of the “the Belt and Road”. The project includes 10 office buildings, 5 residential buildings, 4 large hotels, and the 385.8m landmark tower of “Africa’s tallest building”. The project is about to be completed.
