Boris Titov, the Russian Chairman of the China Russia Friendship, Peace and Development Committee and the Special Representative of the Russian President responsible for liaising with relevant international organizations on achieving sustainable development goals, recently stated in a written interview with Xinhua News Agency that China has achieved significant results in sustainable and high-quality development during the 14th Five Year Plan period.

Jitov stated that the average economic growth rate of China from 2021 to 2024 will reach 5.5%. The growth in imports of crude oil, copper, and iron ore has supported the stability of the global commodity market and brought substantial benefits to resource exporting countries such as Russia.

Titov has long been concerned about China’s socio-economic development and has visited China multiple times, leaving a deep impression on China’s high-quality development in recent years. In the past five years, China has attached great importance to technological sovereignty and achieved remarkable achievements in various fields such as digital economy, clean energy, artificial intelligence, and transportation. He believes that China has focused on promoting comprehensive green transformation of economic and social development, continuously reducing carbon dioxide emissions intensity, and has become an undisputed world leader in the production of electric vehicles.

Jitov noticed that China’s digital economy ranks second in the world, constantly strengthening its independent research and development capabilities and production of chips, rapidly developing artificial intelligence, and building the world’s largest 5G network. At the same time, it also provides high-quality and low-cost choices for the construction of digital infrastructure in developing countries.

“The economic goals defined in the 14th Five Year Plan continue to promote the deepening and implementation of the joint construction of the the Belt and Road, and cooperation focuses on expanding from traditional infrastructure construction to emerging fields such as the digital economy and green economy.” Speaking of the 15th Five Year Plan, Jitov expected that China would continue to move forward along the path of sustainable development and high-quality development.

Titov also expressed his expectation for further development of cooperation between Russia and China. He believes that the two countries have broad prospects for cooperation in areas such as energy, finance, agriculture, and infrastructure construction, such as the construction and development of the Northern Sea Route and the Digital Silk Road.
