First in the country! Shanghai releases a public service platform for industrial carbon management

By 2025, we will promote the development of more than 50 green and low-carbon chain leading enterprises.

To accelerate the achievement of carbon peak and carbon neutrality goals and build a green and low-carbon supply chain, Shanghai has released the first provincial-level industrial carbon management public service platform in China.

At the opening ceremony of Shanghai Energy Conservation Promotion Week held on May 13th, the Shanghai Industrial Carbon Management Public Service Platform was launched, which is the first comprehensive service platform for carbon management in the industrial sector in China.

This platform supports the automatic generation of carbon accounting reports for enterprise organizations. In the first phase, 50 product standard models for industries such as electronics, machinery, and new energy were opened, and carbon efficiency evaluations were conducted around enterprise carbon management work. Based on industry carbon management data, ratings were provided for the level of enterprise carbon management.

Zhang Min, Deputy Director of the Energy Conservation and Comprehensive Utilization Department of the Shanghai Municipal Commission of Economy and Information Technology, introduced to the media including First Financial that the platform integrates functions such as enterprise organizational carbon accounting, product carbon accounting, carbon certification, carbon efficiency evaluation, carbon finance, ESG, etc. It can provide one-stop management services for enterprise carbon footprint application, accounting, report generation, third-party verification, and certification.

Specifically, the platform has more than 50 accounting models built-in, including high-end equipment such as wind power and solar energy, electronic information such as lithium batteries, consumer goods such as food, furniture, and paper products, steel products, steel components, and various energy driven cars. These models can expand and connect to more application scenarios, helping enterprises to carry out carbon footprint accounting and certification at a low threshold and cost.

Recently, Shanghai released the “Action Plan for Accelerating the Establishment of a Product Carbon Footprint Management System and Building a Green and Low Carbon Supply Chain”, proposing to formulate and introduce about 30 local, enterprise or group standards related to product carbon footprints by 2025, basically establish a product carbon footprint service platform system, and promote the development of more than 50 green and low carbon chain main enterprises. By 2030, around 100 local, enterprise or group standards related to product carbon footprint will be formulated and introduced, a comprehensive product carbon footprint service platform system will be established, and the product carbon labeling certification system will be fully implemented and widely applied in the Yangtze River Delta, forming a market-oriented and healthy green low-carbon supply chain. A group of internationally influential green low-carbon chain main enterprises and professional service institutions will be gathered.

Data shows that Shanghai has created a total of 145 national level green factories, 13 national level green supply chain management enterprises, 8 national level green parks, and 67 national level green design products. At the same time, a total of 295 municipal level green factories, 33 green supply chain management enterprises, 24 green parks, and 150 green design products have been cultivated.

Zhang Min told reporters that in the next step, Shanghai will continue to increase the construction of a green manufacturing system, deepen the new track of green and low-carbon industries, strengthen the comprehensive utilization of resources in green and low-carbon services, promote the digital, green, and dual transformation and upgrading of the manufacturing industry, and build a green ecological service circle.

In addition to the platform release, the opening ceremony also released the top ten green and low-carbon innovative technology products for Shanghai in 2024. Among them, Yili New Energy’s all solid-state lithium batteries have broken through the core technical difficulties of solid-state battery material systems, solved the safety issues of traditional lithium batteries, and achieved international advanced technical performance indicators; Yike Energy AI Large Model Low Carbon Optimization Emission System has changed the traditional energy consumption management method of production lines and is widely used in high energy process industrial production lines; The low energy direct air carbon capture technology (DAC) of Direct Carbon Capture Technology can directly capture carbon dioxide from the air. The adsorbent adsorption capacity is leading the international level, and the capture cost can be reduced by more than 40%.

Wang Jiajun, the head of external exchange and cooperation at the Secretariat of the Shanghai Energy Conservation Association, told reporters that this year, 427 themed activities will be carried out during the energy conservation promotion cycle in Shanghai, and “green and low-carbon gift packages” will be distributed to all citizens, covering three major sections: green activity gift packages, green consumption gift packages, and green research and learning gift packages. For example, green consumption gift packages will distribute over one million green travel, green dining discounts, and experience vouchers, and carry out green home appliance promotion activities to further promote the consumption of new energy vehicles and green home appliances. “In terms of green home appliance consumption, this year, combined with Shanghai’s home appliance consumption subsidy policy, citizens can enjoy a 10% discount on the final amount when purchasing home appliances.”
