On May 13th, the Office of the People’s Government of Foshan City issued a notice on the adjustment of stable residential employment and household registration.
It is pointed out that non registered residence registered permanent residents who hold their own legal property right residential houses in Foshan City, or have been legally and stably employed in Foshan City for three years (or have been in business for three consecutive years, which can be supplemented and superimposed), and have legal and stable residence (including leasing), can apply for household registration, and spouses and minor children who live together can move with them.

To the people’s governments of each district, various departments of the municipal government, and directly affiliated institutions:
In order to deepen the reform of registered residence system in our city, orderly promote the household registration system based on regular residence, and better promote the high-quality development of the population and economy of the city, the following adjustments are made on the household entry matters of stable residence and employment in our city:
1、 Non registered residence registered persons who hold a residential house with their own legal property rights in this city, or have been legally and stably employed in this city for three years (or have been in business for three consecutive years, which can be supplemented and superimposed), and have a legally and stably registered residence (including leasing) can apply for household registration. Spouses and minor children who live together can move with them.
2、 Non registered residence registered persons who have registered residence in Gaoming District of this city and have resided continuously for more than half a year and have a legal and stable residence (including lease) can apply for household registration in this district. Spouses and minor children who live together can move with them.
The people’s governments of all districts and relevant functional departments of the city should deepen their ideological understanding, strengthen organizational leadership, strengthen coordinated promotion, and solidly promote the implementation of registered residence policies; To combine their respective functions, we should promptly formulate specific supporting measures and strengthen service guarantees in education services, employment and entrepreneurship, social security, medical and health care, elderly care services, and other areas; The public security department is responsible for handling and supervising household entry procedures. Those who do not meet the entry requirements or participate in organizations or activities prohibited by the state will not be processed.
This notice shall come into effect on May 13, 2024. The Notice of Foshan Public Security Bureau on Adjusting Policies for Stable Residential Employment in Some Regions (Fogongtong [2023] No. 187) shall be simultaneously abolished.
